The Government of Montenegro, upon the proposal of the Ministry of Energy and Mining of Montenegro, at the session held on March 20, 2026, adopted a Decision on the temporary reduction of excise duties on the sale of unleaded gasoline and gas oils, with the aim of protecting citizens from sudden market disruptions and preserving the stability of energy prices.
This measure represents a timely response to pronounced turbulence in the international oil market and aims to ease pressure on the budgets of citizens and businesses.
In accordance with the adopted Decision:
excise duty on diesel fuel is reduced by 50%,
excise duty on gasoline is reduced by 25%.
The measure applies exclusively to fuels used for powering motor vehicles. Fuels intended for heating are not covered by this decision, bearing in mind that eligible users already exercise the right to excise refunds, in a maximum amount of €207 per 1,000 liters.
At the same time, a new Regulation on the method of calculating maximum retail prices of certain petroleum products has been adopted, shortening the calculation period from 14 to 7 days. This allows faster alignment of prices with market movements, and calculations will henceforth be performed every Monday.
The Government of Montenegro confirms that it is pursuing a responsible and balanced policy, protecting the standard of living of citizens while ensuring stable market functioning.
The new maximum retail prices of petroleum products, effective from March 24, 2026, are:
EUROSUPER 98 – €1.56 (+0.06)
EUROSUPER 95 – €1.52 (+0.05)
EURODIESEL – €1.57 (+0.07)
FUEL OIL – €1.72 (+0.30)
In accordance with the current Regulation, the next price calculation will be carried out on March 30, 2026, while any newly adjusted prices will apply from March 31, 2026.
Additionally, it is important to emphasize that these measures also represent a form of support for oil companies, which are important partners of the state and are facing significant business challenges and pressures under current market conditions.
The Government of Montenegro, the Ministry of Energy and Mining, and the Ministry of Finance will continue to closely monitor market developments and, accordingly, take additional measures to protect citizens and preserve the stability of the energy system.
